BioForward's Next Generation Jobs Act - Senate Bill 508 (reintroduced February 23, 2012)
The proposed Next Generation Jobs bill creates an evergreen funding source for Wisconsin bioscience companies by capturing the growth in income tax revenues generated by our employees in this sector, and transferring that growth into a segregated account that is used specifically to fund businesses in this sector. Quite simply, growth in our sector funds this program.
The legislation creates the Next Generation Board, which is authorized to make grants, loans and direct investments in eligible bioscience companies. To be eligible, the bioscience companies applying for the investments must provide a one-to-one match on the funds applied for, must provide evidence that it has the potential to generate high levels of successful investment performance, and it also must provide evidence that it will increase employment in Wisconsin.
